This is an old fishing town in Shinagawa.  Here we see party boats for serving tempura dinner and karaoke during a cruise.  The buildings on the dock are the fisherman's homes.  Also amateur  fishermen can charter some of these boats for pleasure and professional fishermen to entertain their customers.  Information courtesy of Akira Tsunematsu.
